Law & Security: Perspectives from the Field & Beyond (2013)

“Law & Security: Perspectives from the Field and Beyond” was held at the Interdisciplinary Center (IDC) in Herzliya, Israel from June 30 to July 2, 2013.

Drawing on the varied experiences and perspectives of experts from the military, the judiciary, and academia, as well as international organizations and the private sector, this conference will provide an opportunity to extensively explore the challenges of balancing law and security on and away from the battlefield. The June 30 keynote address—”Israel’s Draft Law on Combating Terrorism: Central Themes & Challenges”—will be given by Shai Nitzan, Deputy Attorney General for Special Assignments, Israel.

ISPL Director William C. Banks spoke on two panels:

•  “‘Hot Scenario:’ Contending with Cyber-Warfare,” with Eitan Azani of the Institute for Counter-Terrorism (ICT); Eric Talbot Jensen of Brigham Young University; Nimrod Kozlovski of Tel Aviv Business Administration School; Harvey Rishikof of the American Bar Association Standing Committee on Law and National Security; and Michael Schmitt of the US Naval War College.
•  “The Use and Abuse of Drones,” moderated by John Farmer of Rutgers School of Law and also featuring Ben Emmerson, UN Special Rapporteur on the promotion and protection of human rights and fundamental freedoms while countering terrorism; Daniel Reisner of Herzog Fox Neeman; and Michael Schmitt.

Other topics covered were:

ISPL/Bantle Symposia

Challenges in the Struggle Against Violent Extremism, Winning the War of Ideas (2006)

From March 29 to 30, 2006, SU’s Louis A. Bantle Chair in Business and Government Policy, the National Security Studies Program, and ISPL presented the 2006 ISPL/Bantle Symposium, “Challenges in the Struggle Against Violent Extremism: Winning the War of Ideas.”

Keynote speakers included Admiral Edmund P. Giambastiani, Vice Chairman of the Joint Chiefs of Staff; Raymond DuBois, Senior Advisor for defense management reform and policy at the Center for Strategic and International Studies and recent former Acting Under Secretary of Defense; and Dr. Matthew Levitt, Deputy Assistant Secretary for Intelligence and Analysis at the Department of Treasury.

Three panels addressed the capabilities and motivations of terrorists and violent extremists in the information age; technical, legal, and policy challenges to developing effective counter measures and counter-countermeasures in asymmetric warfare; and obstacles to and effective means of winning the war of ideas through public diplomacy.

The War on Terrorism: Round II (2005)

From March 31 to April 1, 2005 SU’s Maxwell School of Citizenship and Public Affairs, the Syracuse University College of Law, and ISPL presented the 2005 Bantle/ISPL Symposium, “The War on Terrorism: Round II,” with keynote speakers Tom Brokaw, television journalist for NBC News, and US Rep. Ellen Tauscher (D-CA) of the House Armed Services and Transportation Committees.

The host was Montgomery C. Meigs, Louis A. Bantle Chair in Business and Government Policy.

Three panels of distinguished speakers addressed the issues of counterterrorism policy, terror networks, national security and the media, the legality of certain counterterrorism strategies, and other issues of national security.

1. Gen. Wayne Downing (Ret.), former Commander of the US Special Operations Command and a member of the Bremer Commission, and Dr. David Kay, former UN Chief Weapons Inspector, discussed “Executive Branch Challenges in Forming Counterterrorism Policy.”
2. Professor Boaz Ganor, deputy dean of the Lauder School of Government and Diplomacy and founder and executive director of the International Policy Institute for Counterterrorism, Herzliya, Israel, and Dr. Marc Sageman, forensic and clinical psychiatrist and former CIA officer, explored “Alternative Views of the Terrorist Threat.”
3. Professor Philip Heymann, James Barr Ames Professor of Law at Harvard Law School and former Deputy Attorney General of the US, and Oren Gross, director of the Center for Legal Studies at the University of Minnesota Law School, debated “Legal Considerations of the War on Terror” focusing on coercive interrogation and the use of interrogational torture.
